Climate Risk and Adaptation Country Profile: Madagascar (World Bank)

Madagascar is a signatory to the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol. In 2006, Madagascar’s National Adaptation Program of Action (NAPA) laid the groundwork for a national plan of action on climate change. The economy of Madagascar is primarily agricultural and thus particularly vulnerable to climate-related events, such as weather extremes and increasing variability. The Government of Madagascar has taken significant steps to improve its disaster risk management activities. However, much remains to be done to improve both short-term responses and long-term planning for disaster risk reduction.
